Undersheriff Jon Hooper launched his distinguished law enforcement career in 1998 and has since built a reputation as a dynamic and respected leader in public safety. With a deep well of experience in operations, critical incident management, and complex criminal investigations, he has risen steadily through the ranks—beginning as a communications officer and advancing through roles as deputy, narcotics detective, narcotics sergeant, investigative lieutenant, SRT team leader, and SRT commander.
A graduate of the prestigious FBI National Academy Session 278, as well as leadership programs with the Florida Department of Law Enforcement and the Department of Homeland Security, Undersheriff Hooper brings both tactical expertise and strategic insight to every challenge.
Prior to his appointment as Undersheriff, he commanded the Investigative Division, overseeing major case units focused on crimes against persons and property, as well as the Narcotics Unit, Crime Scene Unit, and the Victim Advocate Program. His career reflects a relentless commitment to service, innovation, and the pursuit of justice.
John Anstett is a 26-year veteran of the Nassau County Sheriff’s Office. He has extensive experience supervising detectives in major crimes cases as well as overseeing patrol operations.
During his time with the Sheriff’s Office, he has served in various roles, including Patrol Deputy, Criminal Investigations Division Detective (named Detective of the Year in 2008), Investigations Sergeant, Investigations and Narcotics Lieutenant, Patrol Watch Commander, Captain of Investigations (Division Commander for the Criminal Investigations Division), Director of Professional Standards – Inspector General, and now serves as the Director of Operations.
He is a graduate of Trinity Christian Academy and holds an Associate Degree in Criminal Justice from Florida State College at Jacksonville (FSCJ). He is also a graduate of the DEA Drug Unit Commander’s Academy, the FBI Florida Executive Development Program, FDLE’s “Learning to be a Legacy Leader”, and FBI-LEEDA Trilogy.
Director Anstett has served as Operations Chief at the County’s Emergency Operations Center during several hurricane activations. He was also featured in an episode of Forensic Files on TLC for his investigative work on a homicide case.
In his current role as Director of Operations, he oversees both the Criminal Investigations Division (CID), Patrol Division, and the Special Operations Division, ensuring effective coordination of investigative and field operations across the county.
Butch Osborne brings over 35 years of law enforcement experience to the Nassau County Sheriff’s Office. He began his career in 1990 as a Police Reserve Officer with the Jacksonville Sheriff’s Office and joined the Nassau County Sheriff’s Office in 1994.
Director Osborne attended Florida State College and is a graduate of the Florida Sheriffs Association Commanders Academy and the FBI Florida Executive Development Program. He is also a recipient of the FBI-LEEDA Trilogy Award, a recognition for completing leadership programs through the FBI Law Enforcement Executive Development Association.
Throughout his career, Director Osborne has served in a variety of roles, including Reserve Deputy, Patrol Deputy, Narcotics Detective, member of the High Intensity Drug Trafficking Task Force, Patrol Sergeant, Internal Affairs Sergeant, Warrants Lieutenant, Patrol and Special Operations Captain, and Director of Law Enforcement Operations.
In his current role as Director of Administrative Services, he oversees key operational and support functions of the Sheriff’s Office.
Robin Patterson is a 29-year law enforcement veteran with the Nassau County Sheriff’s Office. A proud lifelong resident of Nassau County, she raised her family here and has dedicated her career to serving the local community.
She has risen through the ranks at NCSO, serving in a wide range of roles including detention deputy, bailiff, school resource officer, patrol officer, criminal investigations detective, field training officer, motor unit officer, patrol sergeant, special operations sergeant, training sergeant, training lieutenant, services captain, services director, and now serves as the Director of Professional Standards and Inspector General.
Patterson was the project manager for NCSO’s implementation of New World Systems, a role that earned her Supervisor of the Year. She has also served in the County’s Emergency Operations Center during local activations and as a member of the Region 3 Incident Management Team for state-level emergency responses.
She is a graduate of Fernandina Beach High School. She earned an Associate Degree in Criminal Justice from Florida Community College of Jacksonville and will graduate in 2025 with a Bachelor’s Degree in Public Safety Management from Florida State College at Jacksonville. She completed the FBI Leadership Trilogy and the Florida Department of Law Enforcement’s Florida Leadership Academy (Class 39). She also served on the Criminal Justice Standards and Training Commission’s State Officer Certification Exam Committee, which develops state exams for law enforcement officers across Florida.
In 2024, she graduated from the prestigious FBI National Academy, Class 290, in Quantico, Virginia.
As Director, she oversees all areas within Professional Standards, including Internal Affairs, Human Resources, Accreditation, and Training.
Jon Slebos is a 31-year veteran of the Nassau County Sheriff’s Office and a proud veteran of the United States Marine Corps.
He began his law enforcement career in 1994 as a Detention Deputy before transferring to Patrol, where he advanced through the ranks, serving as a member of the Felony Apprehension Unit, K9 Deputy, SWAT Deputy/Team Leader, Detective, Narcotics Detective, Patrol Sergeant, Training Sergeant, Patrol Lieutenant, and Captain. He has now returned to his roots as the Director of Jails/Detention & Court Services.
Director Slebos is also an instructor for the Criminal Justice Standards and Training Commission and has trained both law enforcement and corrections recruits as an Adjunct Instructor at the Northeast Florida Regional Police Academy, covering both general and high-liability topics. He is certified in Active Shooter Response and has provided instruction to numerous churches, businesses, and schools on how to respond during such incidents. He is a graduate of the Florida Sheriffs Association’s Commanders Academy.
Director Slebos has served in the County’s Emergency Operations Center, where he acted as Operations Section Chief during several hurricanes, wildfires, and a tornado that touched down in Yulee. He was also a member of the Northeast Florida Regional Incident Management Team, deploying to multiple disaster areas to assist with recovery efforts.
He received a commendation from Governor Jeb Bush for his actions during the 2004 hurricane season.
As Jail Director, he oversees all operations of the Jail/Detention Center, including transport operations, labor and vocational programs, medical services, food services, the K9/Bloodhound Unit, and security operations at both courthouses and the government complex.
Tim Cooper began his law enforcement career in 1994 with the Nassau County Sheriff’s Office. As the son of a Florida Highway Patrol Officer, he continues a proud family tradition as a second-generation law enforcement officer dedicated to service to the citizens of Nassau County.
He advanced through the ranks at NCSO from detention deputy, detention deputy supervisor, patrol officer, field training officer, motor/traffic unit officer, criminal investigations detective, patrol sergeant, field training sergeant, motor/traffic unit sergeant, criminal investigations sergeant, court-services lieutenant, administrative services captain, and is now the Director of Emergency Management for Nassau County. He served as the traffic investigations and criminal investigations subject matter expert during the design and implementation of NCSO’s comprehensive emergency services software system (NWS). As a result of his exemplary law enforcement service, he has been recognized as both detective of the year and supervisor of the year. Prior to his current position, Director Cooper also served for seven years as the Nassau Incident Management Team’s Logistics Section Chief, responding to numerous hurricanes, wildfires, and the COVID pandemic.
Director Cooper studied Criminal Justice at Florida Community College of Jacksonville. He was valedictorian of his class at the law enforcement academy and is dual certified in corrections and law enforcement. He has also earned specialized certifications through the Institute of Police Technology and Management in criminal investigations, traffic homicide investigations, and as a police motorcycle operations instructor. He completed special weapons and tactics training at the Federal Law Enforcement Training Center and has surpassed 300 hours of training in various aspects of emergency management through the U.S. Department of Homeland Security and FEMA’s Emergency Management Institute.

Bobby Lippelman joined Sheriff Leeper’s administration as General Counsel in February, 2013. He is a graduate of the University of Florida (B.S., 1998) and Vermont Law School (J.D., 2002; M.S.E.L., Magna Cum Laude, 2002).
Before joining Sheriff Leeper’s administration, Bobby was appointed and served as an Assistant State Attorney for the Fourth Judicial Circuit of Florida (Nassau, Duval, and Clay counties) for nearly nine years. He served as a senior trial attorney in several divisions, including the Repeat Offender Court and the Special Prosecution divisions. He was also a member of the State Attorney’s Office Homicide Unit for two years and later supervised all wiretap and long-term, major drug trafficking and gang racketeering prosecutions in State Court for the Fourth Judicial Circuit.
In 2007, Bobby received an award from the State Attorney’s Office for completing the highest number of jury trials in the Fourth Judicial Circuit.
After his tenure as an Assistant State Attorney, Bobby focused on civil litigation—first as an associate attorney at a Jacksonville law firm, and later as the managing member and founder of a law firm serving clients in Nassau, Duval, and Clay counties.
While serving as General Counsel for NCSO, Bobby attended and graduated from the Florida Gateway College Police Academy in 2016, where he was named Class Valedictorian and Class Commander, and was sworn in as a Deputy Sheriff.
In May 2021, Bobby was promoted to the rank of Director and now supervises the Legal Services, Government Affairs, and Records Division. He continues to serve as the General Counsel for the Nassau County Sheriff’s Office. Bobby attended and completed the FBI-LEEDA Supervisor, Command, and Executive Leadership Institutes and earned the trilogy award in 2024.

Allan Reynolds is a Nassau County native and graduate of Fernandina Beach High School. He earned two Bachelor of Business Administration degrees from the University of North Florida in Jacksonville—one in Banking and Finance, and another in Financial Services. He is also a Certified Government Finance Officer (CGFO) through the Florida Government Finance Officers Association.
Allan began his professional career as a Financial Advisor and Mortgage Broker before entering public service in 2006. He has since held financial and administrative roles with the Nassau County Tax Collector (2006–2011), the Nassau County Sheriff’s Office (2011–2012), and the Nassau County Clerk of Court (2012–2014).
In August 2014, Allan returned to the Sheriff’s Office as Finance Manager and Chief Financial Officer. He now serves as the Director of Financial Services/Chief Financial Officer, overseeing all financial operations including budgeting, payroll, accounts payable, inmate accounts, and general accounting.
Alicia Blinn joined the Nassau County Sheriff’s Office in April 2022 as a Public Information Officer and was promoted to Director of Public Affairs in June 2024. In this role, she manages all aspects of the agency’s digital and public communication efforts.
She oversees the Sheriff’s Office social media platforms, ensuring they remain timely, accurate, and engaging. Alicia is also responsible for video production, which includes filming, editing, and producing content that highlights NCSO initiatives and community engagement. She serves as the liaison between the agency and the media, facilitating interviews and helping ensure accurate coverage of agency operations. Her role also includes crafting and disseminating official statements, managing crisis communication, and keeping the public informed about the Sheriff’s Office activities, policies, and services.
Alicia holds a Master’s degree in International Affairs from Georgetown University and a Bachelor’s degree in Communications from George Mason University. She is also an FAA-certified drone pilot. Prior to joining NCSO, Alicia worked as a reporter at Action News Jax from 2018 to 2022.
